The European Commission has completed the final legal steps needed to launch the EU’s Scaleup Europe Fund, setting a target of €5 billion to boost European scale-up companies. The fund, first announced by European Commission President Ursula von der Leyen in 2025, aims to help these firms grow faster and compete globally. While Europe possesses strong scientific excellence and a solid startup pipeline, many high-potential businesses often seek capital abroad to scale up. This new initiative intends to close that financing gap and keep the value of European innovation within the continent.

Commissioner for Startups, Research and Innovation Ekaterina Zaharieva noted that the adoption of the fund’s legal documentation marks a change in the investment environment for European technology companies. She stated that the Scaleup Europe Fund is building on Europe’s scientific prowess and strong startup performance. The goal is to provide the financing necessary for the most promising companies to become global leaders while keeping their base in Europe.

The fund operates as part of the European Innovation Council Fund. Private equity firm EQT has taken on the role of investment manager after being selected through an open and competitive process. With this appointment, EQT is now empowered to make investment decisions independently and on market terms. The organization can operate at full capacity, investing directly in leading scale-up companies across critical technology areas, including artificial intelligence, quantum technologies, biotechnology, and clean technologies.

Partners join the coalition

First investments are expected in the coming weeks. The founding investor group brings together a coalition of public and private partners, including Novo Holdings, EIFO (the Export and Investment Fund of Denmark), CriteriaCaixa, Santander/Mouro Capital, Fondazione Compagnia di San Paolo, Intesa Sanpaolo, Fondazione Cariplo, APG Asset Management on behalf of Dutch pension fund ABP, Wallenberg Investments, and Allianz. The European Commission is also a founding investor. The fund will continue to raise capital with the aim of reaching its target of €5 billion.

While the coalition of investors is diverse, the structure of the fund itself relies on a centralized management approach. By consolidating capital from various public and private sources into a single entity, the fund can pool resources more effectively than individual national programs. This concentration of capital allows the investment manager to move quickly on opportunities without handling complex cross-border bureaucracy for every deal. The ability to deploy funds rapidly is often the difference between a promising company successfully expanding into a global market or falling behind competitors who have access to faster capital allocation.
