The Banco Master affair has raised serious concerns about the integrity of the country’s leadership and its commitment to transparency. At the center of the storm is Daniel Vorcaro, a financier who transformed a small bank into a major player by offering enticing investment opportunities while engaging in risky ventures. As the Central Bank tightened its scrutiny and the Federal Police investigated fraudulent credit portfolios, Vorcaro’s empire began to crumble. His arrest in November 2025 led to the bank’s liquidation, exposing a web of connections that reached the highest levels of government. Vorcaro’s ability to operate between political, financial, regulatory, and judicial spheres highlights the systemic vulnerabilities within Brazil’s institutions.

The investigation revealed Vorcaro’s extensive network in Brasília, involving politicians, intermediaries, regulators, lawyers, and judges. Notably, in December 2024, Vorcaro met with President Lula in an off-the-record meeting, accompanied by Gabriel Galípolo, the future president of the Central Bank. This meeting raises questions about how a banker under scrutiny could gain such access to the country’s leadership, especially when his bank was already under investigation for its failing financial health.

A Supreme Court Justice’s Wife and a Lucrative Contract

The scandal deepened with the involvement of Alexandre de Moraes, a Supreme Court justice appointed in 2017. His wife, Viviane Barci de Moraes, had signed a contract with Banco Master in January 2024, worth over 131 million reais (nearly €22 million). Approximately 80 million reais were paid out before the bank’s collapse. The contract, modified on Office 365 by a profile identified as “Ministro Alexandre de Moraes,” has raised concerns about the justice’s role in its creation.

The revelations have sparked a national debate about the integrity of Brazil’s institutions. While President Lula is not directly implicated, the scandal highlights the need for greater transparency and accountability in his administration. The country’s relationship with France, its primary economic partner in Latin America, adds an international dimension to the crisis, as European investors and businesses closely watch the situation unfold. France’s strategic partnership with Brazil in defense, climate, and global governance means the scandal’s repercussions are felt far beyond Brazil’s borders.

The contract’s metadata, indicating modifications by Alexandre de Moraes, has shifted the focus from his wife’s involvement to his own potential role in the scandal. The fact that de Moraes acknowledged accessing and modifying the document only deepens the scrutiny into his actions and their implications for judicial integrity.

The revelation that de Moraes modified the contract with Banco Master using his official profile raises questions about the judiciary’s independence and integrity.
